New Definitions of Complete Application
Effective January 1, 2006
An application for a "Canadian film or video production
certificate" (Part A certificate) constitutes the
following:
- fully completed, dated, and signed Part A application form
- applicable fee payable to the Receiver General for Canada
- chain of title documentation that shows the production is owned
by the production company (not required for treaty
co-productions)
- original notarized Affidavit for non-Canadian courtesy credit
exemptions (if applicable) (not required for treaty
co-productions)
- detailed, locked budget
- detailed breakdown of eligible labour expenditures
- all production financing agreements
- all distribution, exploitation and licence agreements for all
territories and media
- Private Company Declaration
- For Treaty Co-Productions
- executed co-production agreement with foreign
co-producer(s)
- Preliminary recommendation (Advance ruling) issued by Telefilm
Canada
Please submit all the above documentation together in one
package. If any of the above requirements are not submitted, the
package will not constitute a complete application for a
Part A certificate and will not proceed for analysis.
An "application for a certificate of completion"
(Part B Certificate) constitutes the following:
- fully completed, dated, and signed Part B application form
- applicable fee payable to the Receiver General for Canada
- declaration by the Producer attesting to the date(s) on which
the production, or each episode in the series, was completed and
commercially exploitable;
- Declaration re Waiver (if applicable)
- executed copies of financing agreements
- Final Cost Report
- Final breakdown of eligible labour expenditures
- accurately completed Breakdown of Costs Form 6 (live action) /
Form 7 (animation) (not required for treaty co-productions)
- original notarized Affidavit for productions with a final cost
under $200,000; Review Engagement Report for productions with a
final cost from $200,000 to $499,999; or an audited Schedule of
Production Costs for productions with a final cost of $500,000 or
more. The audit must be prepared and signed by an independent third
party Chartered Public Accountant in Canada.
- fully completed Declaration of Citizenship forms for
producer-related and key creative personnel (not required for
treaty co-productions)
- notarized Solemn Affirmation (for animation productions only)
(not required for treaty co-productions)
- DVD (VHS acceptable) copy of production (three representative
episodes of a series) and corresponding list of the final screen
credits
- For Treaty Co-Productions
- Final Recommendation (Final approval) issued by Telefilm
Canada
Please submit all the above documentation together in one
package. If any of the above requirements are not submitted, the
package will not constitute an application for a
certificate of completion and will not proceed for
analysis.
