Collaboration Accords BETWEEN THE Department of Canadian Heritage AND Community Organizations
An ongoing tradition of cooperation towards reaching common goals has linked community organizations to the Department of Canadian Heritage. Collaboration Accords formalize this relationship and specify underlying values and principles thereto. These Agreements also specify any and all commitments agreed to by the parties as well as any community action and governmental cooperation mechanisms. The following points are included therein:
Collaboration Accords establish the framework for investments appearing under the program subcomponent entitled Cooperation with the Community Sector which aims to support community involvement in their own development and reinforce organizations ability to take action. Fiscal Reference Levels by provinces and territories as well as for national organizations have already been determined for 2005-2006, but will subsequently be reviewed. Financial transfers are not made through Collaboration Accords, but rather through grants or within the framework of contribution agreements concluded directly with each of the 350 organizations whose activities focus on achieving concrete and measurable outcomes that will contribute to the sustainability of the communities. Community organizations in each province and territory respectively propose investment priorities according to targeted common goals for each community.
