Preamble

The Province of New Brunswick plans to work with the different partners in the education sector to implement pilot projects with a view to the future for a direction with respect to official languages.

New Brunswick has set out two separate four-year action plans for official languages in education under the Canada - New Brunswick Agreement on French First-Language Education and French Second-Language Instruction - 2005-06 to 2008-09. The main purpose of the action plan for regular programs is to maintain structures and best practices already in place and to improve the quality of learning. The action plan for additional strategies is designed to improve the quality of existing French-language education programs to uphold the objectives of Canada's Action Plan for Official Languages.

The Canada - New Brunswick Agreement on Complementary Projects Regarding Official Languages in Education for 2005-06 provides for action-oriented research that should enable the province's main education stakeholders to think and operate in an innovative environment and look at new ways of doing things. This action plan serves as the "applied research" component of French-language education and French second-language instruction. It is a suitable complement to the Province's efforts in the field of official languages in education.

The projects and activities proposed under the complementary contributions for 2005-06 are innovative, include action-oriented research components, and are based on the provincial pilot project structure with the intent of bringing them into more widespread use over the medium term. These projects are particularly important in guiding the renewal of current practices and providing those involved with food for thought. They will help support the priorities of the Protocol for Agreements, especially promotion of research on French-language education.

The School at the heart of the community project deals with schools from kindergarten to Grade 12. It targets the growth and quality of programs and cultural enrichment of Francophone school environments at all levels of education. This pilot project provides new ways of working. It will certainly influence future practices in the education of Francophones across Canada.

The beginning teacher induction programme is for new teachers in the schools, from kindergarten to Grade 12. In addition to being closely aligned with the priorities of the Protocol for Agreements, more specifically, the growth and quality of cultural enrichment programs for Francophones at all levels of education, it will enable new teachers to better understand the challenges and issues for the province's Francophones. Among other things, teachers will have a better idea of the cultural and language identities of young people and can thereby prepare them for instructional intervention better adapted to that clientele.

The Integrated Coastal Zone Management project will enable the Shippagan Campus of the Université de Moncton, which recently set up the Coastal Zones Research Institute, to offer a new client-centered program that meets the real needs of the regional, provincial, and even national population. The project is also innovative and supports research and an integrated approach by the Université de Moncton to training future managers who will be working in coastal communities.

The consortium for the development, the production and dissemination of learning materials project, submitted by the Collège communautaire du Nouveau-Brunswick, will involve working with other areas of the country to fill certain needs for educational resources in French at the college level. It will be possible to capitalize on investments in official languages in education to develop partnerships and increase cooperation between provinces and territories. It also promotes the pooling of resources and expertise from various sources.

Conclusion

The departments of Intergovernmental Affairs, Education, and Post-Secondary Education and Training, as well as all of their components, agree to work closely with their students, parents, and respective councils to implement the various components presented hereafter, in accordance with the Agreement.
