Publications Assistance Program

Important Notice

In 2010-2011, the Publications Assistance Program (PAP) will be replaced by a new program, the Canada Periodical Fund (CPF). The CPF is set to be launched in April 2010, therefore, the PAP will not be accepting new applications after September 15, 2009.

The Publications Assistance Program (PAP) of the Department of Canadian Heritage provides a postal subsidy to eligible Canadian magazines and non-daily newspapers mailed in Canada for delivery in Canada. The program enables Canadians in every part of Canada to have access to magazines and non-daily newspapers from across the country.

The objectives are to ensure:

  • that Canadians continue to have access to Canadian magazines and non-daily newspapers with high levels of Canadian content;
  • that Canadian magazines and non-daily newspapers reflecting diverse Canadian communities continue to be available to Canadians; and
  • that Canadian creators of content continue to have Canadian magazines and non-daily newspapers showcasing their work distributed to Canadian readers.

Currently, the Publications Assistance Program provides support to:

  • over 200 million copies of Canadian publications;
  • magazines and non-daily newspapers, as well as publications serving ethnocultural, aboriginal and minority official language communities; and
  • over 1,150 publications.
